Five years ago, there was a massacre at an apartment complex where Shindou and Saya lived with their parents. 382 people died in an unsolved mass murder to this day, Shindou and Saya being the only survivors.Now both of them are police officers with Shindou just graduating from TOKKI, the special mobile investigation force and vowing to solve the mystery behind the massacre. Shindou still has nightmares about the mass murders and a mysterious girl with a sword at the scene five years ago.
During his first day as a TOKKI detective, he sees the mysterious girl from his dreams again and learns that she is from the TOKKO division for public safety. A not so ordinary police unit shrouded in mystery to the rest of the police force.
Now more mysterious murders similiar to ones five years ago start happening again...
